Mix together powdered sugar, margarine, vanilla and cream cheese. In another bowl, mix together pudding mix, Cool Whip and milk. Mix both bowls together.\\
Line garden pot with foil or plastic wrap. Put 1/3 of Oreo crumbs in bottom. Add 1/2 of pudding mixture, then another 1/3 of crumbs, the rest of the pudding mix and top with last 1/3 of crumbs. Place reserved Oreos on edge around inside edge of pot. Add flowers and gummy worms. Chill until ready to serve.
